Adamawa Assembly Passes First, Second Reading of 2026 Appropriation Bill

The Adamawa State House of Assembly has passed the first and second readings of the proposed 2026 Appropriation Bill for the state.
The passage followed the formal presentation of the 2026 budget proposal by Governor Ahmadu Umaru Fintiri at the hallowed chambers of the House on Thursday.
Presenting the budget, Governor Fintiri proposed a total expenditure of ₦583,331,380,496 for the 2026 fiscal year, formulated in line with prevailing macro-economic realities and the Medium-Term Expenditure Framework.
Tagged “Budget of Sustainable Growth and Renewal,” the proposal allocates ₦209,640,415,814.00 to recurrent expenditure, representing 35.93 percent of the total budget, while ₦373,690,964,682.00, or 64.06 percent, is earmarked for capital expenditure.
The governor stated that the presentation of the budget was in fulfilment of his constitutional responsibility to outline the government’s financial plan for funding the affairs of the state in the 2026 fiscal year.
Governor Fintiri used the occasion to highlight key achievements recorded in the past year and throughout his administration, including poverty alleviation initiatives, civil service recruitment, implementation of the minimum wage, expansion of digital infrastructure, and ongoing urban renewal projects.
He also noted that the 2025 budget reflected a rigorous planning and implementation process, adding that the funds were judiciously utilized for developmental projects across the state.
The governor expressed appreciation to ministries, departments, and agencies, as well as the House of Assembly, for their cooperation in ensuring the successful execution of the 2025 budget.
Speaking after the budget presentation, the Speaker of the House commended the governor for his leadership and developmental strides, while also highlighting the legislative achievements of the Assembly in 2025.
Following deliberations, the House passed the second reading of the 2026 Appropriation Bill and committed it to the House Committee on Finance and Budget for further legislative scrutiny.
Meanwhile, the Assembly passed a vote of confidence on Governor Fintiri in recognition of what lawmakers described as his “giant strides” in transforming Adamawa State.
The motion for the vote of confidence was moved by the member representing Guyuk Constituency, Sunday Peter, and seconded by Abubakar Abdullahi (Girei) and Kate Raymond Mamuno (Demsa).
